A newborn baby can take nutrition provided to it on its own. A 12 week fetus cannot.

The EEG thing about the 12 weeks is based on the most rudimentary low level functioning. It is indicative of a nervous system. It is not indicative ofa fetus being viable.

EEG in this discussion means full brain functioning, also known as viability.
