Look at an aerial map. The long term lot is huge. I can't see them only building one station to serve that whole lot. Look at Newark Airport, they have multiple stations (P1, P2, and P3) all serving the giant parking lot. The HB branch is part of the airport circulator. The Jamaica branch is a rapid transit line. They were built for two different purposes! Not building one or the other would have left out the other purpose completely!
