The essential flaw of Obamacare is its scope. The pressing need was to provide health insurance for people who wanted it and couldn't get it. This mostly excludes people with employer insurance, Medicare, Medicaid, some private insurance plans, and some of the state solutions that worked, such as Romneycare and Healthy New York.

This leaves a substantial minority population that needs to be covered. The most straightforward way to provide insurance for the uninsured is to provide insurance for the uninsured. This is what Healthy New York does.

But nooooo, ObamaCare says that everyone has to be part of ObamaCare whether they like their current arrangement or not. That is the essential failure, not a botched website.
