The problem with the current system is that the ones who are left out often live in the worst conditions (which leads to an increased risk of disease) or suffer from preexisting conditions that are expensive to treat so no insurance company wants them. This high risk pool would be too costly to provide cheap insurance for unless it is balanced out by a larger number of lower risk individuals (those who are young, healthy, and rarely see doctors) |
