Yup, in the mathematical sense, the JFK AirTrain is the single exception to the rule. I’m not including EWR AirTrain, as the only pay piece is the trip to Newark EWR station, which could be reasonably compared to the Jamaica leg of JFK AirTrain, and Brian doesn’t have any problems with charging for that.

I put the SEPTA instance in as a joke: since it’s a non-trivial walk to the SEPTA stations from the terminals, it could be more effort to take the “circulator” than to walk!
