It beautifully proves the point I made that "It doesn't matter what every other airport does. You love to say the "No where else do they charge for a circulator". And now you can't use that anymore. Well there are exceptions to payment methods. DC is a great example that "not all airports have to charge the same". I said umpteen times that Every airport has it's own unique circumstances. What one does, is meaningless on the other.
