The RULE was created to protect people from injury, and to give officers a legitimate reason to require miscreants, saleskids, itinerant preachers etc to detrain for identification. It also by the way, allows the arrest of those with wants and warrants. It is a good excuse to stop and question, which is the big issue here, although I guess a 75$ fine doesn't hurt the city either.So you see, doing this does screen for wants and warrants, which *is* crime prevention in and of itself. Still, I'd not entrap peeps for this issue. ROAR |
