I'd say 99% of peopple passing between cars do so just to go from 1 car to another.I think you're right, but that doesn't necessarily undermine Mr. Terrapin Station's claim, though, since he alleges that "like 75%" of fatalities involved "people doing bad things between cars". That said, the rule does operate to limit MTA's liability in lawsuits. Personally, I'm inclined to think that sound enforcement policies by police would cure most problems. |
