This is true, but in this case, the commanders have been instructing the troops to enforce this particular rule for almost 2 years, now. As for not being able to enforce all rules 100% all of the time, well, in the end, the population has to follow rules - the more consequential ones especially - and to the extent they don't, commanders instruct the troops to engage in behavior modification of the population.Of course, it's a never-ending battle, even under authoritarian regimes, so relatively more free societies like our own will always see this cat and mouse game played out. But broadly speaking, most people follow the rules - that's what any society depends on. |
