The removal of R-1/9s from the EE was the result of a EE breaking down in the 60th St tube after being taken out of service for door problems at Lex Ave. New operating procedures were instituted regarding BO trains in river tubes as well as banning R-1/9s from the EE. The Ironic thing was that the BO train that caused the problem was a SMEE, I believe an R-16.
