The only issue with this premise is the difficulty in shipping gas. Since those holes in the ground aren't connected to anything, you have to find extremely dangerous trucks with special insurance to shuttle the stuff around. This will be your issues and bottleneck. You'll have to go to a port or somewhere special to find it.
People won't let that stuff near anywhere residential.
