As high as rents are outside Manhattan....there are plenty of apartments under 2000. Market rents in many of these neighborhoods are 1200...1300....1400 and up. You thinkevery vacant aapartment becomes 2000? You wouldn't get that in many outer borough neighborhoods. and by the way....you need to spend $1000 in renovations to raise $25.00. So you need to spend $4000 for every $100 in increase.
So no rent stabilization does not go away with vacancy in many cases..
