No, my statement as qualified is completely true.

The minute an apartment renting for under $2000 goes vacant, the landlord does enough renovation to get the permitted rent up to $2000. The apartment then goes on the market destabilized.

Once in a blue moon a landlord forgets to do this and the apartment remains stabilized.
