I doubt that SIR will be connected to NYCT within the service life of any new M7 trainsets, but even that's not correct, I think one has to consider quite a few factors to see what kind of equipment would be preferable.

First, since SIRT is FRA-regulated, there are standards to meet. Is there a difference in third-rail potential between SIR and MNCR/LIRR? (There certainly is between NYCT and the latter). What's the acceleration one wants to achieve? What's the top speed? What's the part of the line, if any, limiting train length? What's cost-effective given SIR needs?

For another thing, perhaps SIR could just re-scale the new PA5 PATH cars.
