Extra fare charged: Out to the Rockaways

I was looking at a NYCTA map from the mid-70s where it says "EXTRA FARE REQUIRED BEYOND THIS POINT" about midway between Howard Beach and Broad Channel.

How was it collected and where? And was it charged going back in towards Brooklyn from the Rockaways as well?
