This was the exact system used for the World's Fair Line - for the same reason, probably. Remember that the WF Line was actually a legally separate entity from the IND, and it had to at least TRY to pay most of it's cost back. One has to assume the same sort of thing happened here, the TA knowing it had to do much more than just put turnstiles up. |
