Banning eating because some people will abuse the right/privilege (by not tossing their garbage) is like banning guns because some people will abuse the right/privilege.

It's not a simple argument in either case.

I'd like to have the right to eat on the subway without having the right to drop my garbage in the car or on the platform, but I can also understand the reasons behind a proposed ban.
