The authors the Bill of Rights were hardly blind to the progress of technology. Steamships, electricity and mechanical marvels were already in existence, and it was understood that more would follow.The principle of a spin-stabilized projectile began with arrows, when it was found that setting the feathers at an angle to induce rotation in the arrow improved accuracy. This was well known by the 17th century, and rifling was sometimes incorporated into gun barrels such as the Kentucky rifle. |
