STATEN ISLAND, N.Y. -- The aging train cars of the Staten Island Railway fleet will be sticking around longer than expected, as a promised order of brand-new trains has been dropped from the MTA's five-year capital program.

Though the new rail cars won't be coming, the plan, approved earlier this week, does include a bit of good news: The new $23.3 million Arthur Kill station is still on the list, albeit not until 2012. Only the first two years of the plan are funded so far, as the MTA struggles to rein in its deficit.

The Railway's cars, which entered service in 1973, have a lifespan of about 40 years.

"The rolling stock of the [Railway] might find itself more suited for an antique railroad museum in the Midwest, rather than a modern commuter railway in a city of over 500,000 people," City Councilmen Vincent Ignizio and Jim Oddo wrote in a letter to MTA Chairman Jay Walder.

But as far as the MTA's concerned, the Railway's fleet of 63 cars are oldies but goodies, having recently returned from an $11 million overhaul at the Coney Island Maintenance Shop.

It was decided that the Railway's cars are in sufficiently good shape to make it through to the next five-year capital program, said MTA Board Member Allen Cappelli, with the understanding that if a problem develops with the quality of the cars, new trains will be ordered.

"The irony is that our tracks, unlike our roads, are in better shape than the rest of the city," Cappelli said, "so our cars don't take the kind of pounding that they do in other places. It was the recommendation that they did not need to put money in the budget to replace them. However, if a problem develops and we need to replace the cars, I've been assured we'll buy the cars, but I'm not expecting that will have to happen."

"Making every dollar count has driven some positive changes in the decision-making process at the MTA, forcing us to take a fresh look at how to best use our resources," said New York City Transit spokesman Charles Seaton. "In this case it means maximizing the use of an existing rail car fleet that has been well-maintained and reliable."

Seaton said the MTA is considering making modifications to R-46 rail cars from other city subway lines to make them compatible with Railway operations. The R-46 cars have benefited from regular maintenance upgrades through Transit's Scheduled Maintenance System program, he said, and are nearly identical and a few years younger than the Railway's current R-44 model trains.

Meanwhile, the capital plan includes an order for more than 460 brand-new train cars for use in the other four boroughs.

As far as getting the old hand-me-downs goes, "it's something we shouldn't accept," Ignizio said. "We hope to engage Jay Walder in a dialogue, bring him out to Staten Island, and encourage him to reconsider."

Why does SIR need new cars? The route is short, not that many people ride it and the cars themselves are probably still in good shape.

As much as I like to see new cars, and being a Staten Island resident, I don't currently see a need to replace the cars. They're nowhere near being 'antiques'; and as long as identical cars continue to run in daily service on the subway, there's really no justification for anyone to ask for these relatively low-mileage cars to be replaced.

The SIR is a short, low speed, low stress railway with a minimum of switches and curves. Train cars could theoretically last decades on that line.

Still, the R44SI fleet has run outdoors for 37 years. The current rehab is the 2nd one in 20 years. I guess we'll have to wait till after 2014 unless the MTA really does move some "excess" R46s out here.

That's fascinating! When did they slow it down!? People must be fuming over the fact that money was recently spent on projects that resulted in higher running speeds, only for them to go ahead and lower the speeds way down!

The MUE-1 stock ran for well over forty years out there (1925-1972/3); albeit it was rather decrepit at the end. My last trip on those was in Dec. 1972; the poor things felt like they were going to shake themselves apart and they could barely get above ~20MPH.

Since the SI R-44s unlike NYCT's are almost identical in appearance to the much newer R-68s (and actually, their stainless steel exteriors are better looking than the R-68s) Staten Islanders really have no gripe. In fact, I think the R-44 through 68 design is superior to that of the NTTs and probably should have been used on them.

SI residents are going to complain because nobody wants hand me
downs.As far as seceding,go back to the War of Northern Aggression,
& you'll find Richmond County was sympathetic to the Confederate
cause.(I found it ironic when the first MCI delivered went to SI &
was #1861).They pay taxes & want services for their taxes.Remember
there are two kinds of people in this world:those who pay taxes &
those who live off them.

As far as the city councilmen mentioned,Jim Oddo has my respect.
I don't know the other gentleman.Jim's dad retired from the TA after
many years as a M/M switching in CIYD.Besides the fact he probably has better insight than most elected officials,I find myself in agreement with most of his stands.I hope he seeks & is elected to higher office as he runs out his term limit(s).

All that said,I think cars that just got SMS'ed (2009/10) should
be run to get back the investment put in them.At the same time,
plans should start for their eventual replacement.If something different than what the subway orders is needed,an add-on order with
another system should be looked at.Miami's cars were an add-on to
Baltimore's order.I also think single & married pairs are most practical for SIRT.Four & five car units are not cost effective for
a smaller system for many reasons.

The difference is that the B&O wasn't interested in doing anything but making sure the cars didn't fall apart while on the main; MTA is doing what they can to keep them in the same condition as their subway brethren.

Miami and Baltimore are both new systems, with different characteristics than New York's. Even for a captive system like the SIR, it's highly unlikely that another city's cars could meet the specs needed.

The R46's, for the average rider

I've never been a fan of the 75 footers. That said the R-46s were the best of a bad lot. As for the R-68's, if you think SIRT is slow now wait till they start running R-68's out there. Compared to the R-68's the "Q-Types" were SST's.

I think that's a bit unfair theres rarely a place where the R-68 roam where you can get real good speed. CPW is slow S/O 81st street and Concourse they put more timers than god knows what, they only place where 68s can show their stuff is on the 34-4 dash which they do very well, they do indeed fly also on the Brighton express which we all know is DoA for the time being but they hauled there too.

The R68s came at a time where the MTA was big on governing speeds and when they went Timer Crazy, they didn't enjoy the freedom that 46s and older had.

Where did the idea come about that the TA plans on sending 68's out to SI? Like others here, I have heard the possibility of 46's going out there especially the 2 car units, but the 68's ?

Good. Run the R44s into the ground and focus on other light rail lines for the time being. Then replace the R44s with a high floor LRV similar to the Rotterdam 5400s. That way we at least have the potential for some mechanical compatibility between the LRT fleets on the north and west side lines and SI would have a transportation system more suited to the low population density.

Lol, well I think to some extent every borough would have those that claim their borough is a stepchild but I don't think so. As with my philosophy with those expecting the RR to quiet down in LIC & Ridgewood my opinion is you chose to live there do your homework and see what your new area is like and if you don't like it go somewhere else and if you do live there and don't like it quit bitching and move there isn't anyone putting a gun to ur head and telling u 2 live there

Well light rail wasn't around (in it's current form at least) at the time SIR was built (B&O I think) but right now it would be better to convert it to LRV but that would kill any future plans to connect it to the rest of the city not that it would ever happen anyways but if you convert SIR to LRV it can go anywhere they lay track :)

I also mourn the loss of the Jamaica Avenue El, and JUST TODAY, I was at 168th & Jamaica to take a look around while on a break from work. I noticed the "Terminal" lingerie shop. I wonder how many shoppers int he area would even know what that refers to...

Staten Island has plenty of good people, and deserves to be included in transit as much as everyone else. Whether or not our R44s are in good enough shape to soldier on for a few more years can be reasonably debated. I'd even accept that they are.

But the gratituous insults that are ROUTINELY heaped on Staten Island are quite tiresome.

And I expected a lot better from you.

I think that's a bit unfair theres rarely a place where the R-68 roam where you can get real good speed

Actually I was thinking of one day when due some general order I was riding an N train of R-68's on the Sea beach express track and we kept being bypassed by an N train of R-40s running on the local track. I'm not an engineer but its that the motors on the R-68's were designed for a sixty-foot car not a seventy five foot one. The "Q" could fly too though. I remember riding them on the Myrtle Avenue El, going down-hill, with a good tail wind they could crack 35 MPH.

Seriously though if the R-68's are one of your favorite cars then I hope you can enjoy many hours of riding them.
