Rockaway Train Stations To Get Overhaul
MTA Allocates $142 Million For Renovations
By Miriam Rosenberg

http://www.rockawave.com/news/2007/1123/Community/062.html

Platform canopies, like this one on the Beach 105 Street platform, will be replaced as part of the renovations being made along the Rockaway line.

The Metropolitan Transit Authority has confirmed that it will begin a $141.8 million restoration of the Rockaway subway line beginning next summer.

The renovation is part of the agency's 2008 fiscal budget.

"Every single station on the peninsula - Rockaway Beach and Far Rockaway - will be rehabilitated, with the exception of Beach 116 [which is already undergoing renovation]," said Aaron Donovan, a spokesperson for the MTA.

The following are among the restorations that will be made on the Rockaway line, starting in July 2008.

The Mott Avenue station will be made compliant with the Americans with Disability Act by installing an elevator and putting up Braille directional signage. Modifications to the platforms will be made to reduce the gap at the ADA boarding areas.

From the Beach 25 Street to Beach 105 Street stations, the work will include repairing or replacing corroded stairs and columns and rehabilitating the mezzanine and track drainage systems. At all stations, all spalling [breaking or splitting] concrete and delaminating steel will be repaired. New lighting systems will be installed and additional ADA work will be done along the Rockaway line. New platform canopies will be installed at the Beach 90, 98 and 105 Street stations.

Rusted, corroded stairs all along the line will be replaced or rehabilitated.

In June, State Senator Malcolm Smith was the first to announce the upcoming renovations at a meeting at Arverne By The Sea.

"They are going to fix up every single station along the 'A' line," said Smith, who added that he and Assemblywoman Audrey Pheffer were able to push the restoration through.

No timetable has been set for the upcoming work.

"There is no tentative date for completion," said the MTA's Donovan. He also could not answer what service interruptions, if any, would be caused by the renovations.

The nine stations along the Rockaway route are at least 51 years old. Four stations - Beach 90, Beach 98, Beach 105 and Beach 116 Streets, connect Rockaway Park with Broad Channel. Mott Avenue, along with Beach 25, Beach 36, Beach 44, Beach 60 and Beach 67 Streets join those areas to the mainland.

Columns along the line are scheduled for repairs.

Elevated train service to Rockaway Park and Wavecrest began on June 28, 1956. On January 16, 1958, the subway line was extended to include the Mott Avenue station in Far Rockaway.

As an October 5 photo essay in The Wave showed, the elevated train line in Rockaway is in desperate need of repair, with rusted, decaying stairs, chunks of concrete missing from the trestles and other deficiencies that make the line a disaster waiting to happen.

The Arverne By the Sea development helped spur this. The developer is bringing more affluent people to the Rockaways and they won't put up with crumbling stations.

That had absolutely nothing to do with it. All it did was chew up the wooden rubbing board and platform edge. Had nothing to do with what holds up the structure from falling down to frade level! The Rockaway structure renovation was in the cards long before that incident.

Forest Glen is onto something, though. Wouldn't it be nice if MTA ran a shuttle across the Peninsula in both directions (vs the triangle route they used to)? You could do that even with a small stretch of single track involved. The idea would be that trips like a subway-bus trip to Jacob Ris Park would be possible.

You've already got the Q22 bus fulfilling that role, and I don't think that the Q22 has enough ridership to warrant its replacement by a subway shuttle.

A subway-bus trip to Jacob Riis Park is already possible. One could take the 2/5 to Flatbush Avenue/Brooklyn College and get on the Q35, or the shuttle to Rockaway Park/Beach 116th Street and then the Q35 to the park.

The closest subway station to Arverne by the Sea is Beach 67 St. We'll see what MTA does there. Beach 67th St is the first stop on the beach after the Wye, to the east.

I assume the Arvberne by the Sea's transit plaza (touted in its advertisements) means a driveway of some sort that the bus pulls up at or where a shuttle van run by the development takes you to the subway. Some of the townhiomes will be several blocks from a station. The sales office to the Arverne by the Sea development is on Beach 73rd St.

I had that same idea before. A shuttle like that is needed during school days since theres alot of schools out here. I take the train over the Q22 to my school in Rock Park. The Q22 gets crowded quick and if you live on stops further away from Mott then you're in trouble because the bus will probably skip you.

In the AM rush 2 trains every hour can run from Far Rock to Rock Park. In the PM rush 2 trains every hour can run from Rock Park to Far Rock. Believe it or not, there's alot of people who take the train to get from one side of the Rock to another. The shuttle gets the most ridership during the school year, almost as much during the summer. The only thing is you have to leave the penisula and wait on an island just to get to the other side and that's inconvenient.

What's the story behind Mott Avenue station ? I don't think that was the LIRR station through their last day of service (it was between the 2 existing Far Rockaway stations), and initial TA service went only to Wavecrest. How did they shoehorn that island platform into the structure ?

Incorrect, these Rockaway stations were:

1. In the plans since the 2003-2008 Captial Plan was adopted, and. . .

2. The successful prior grouping of other outdoor station renovations, such as the Woodlawn, Whie Plains Road and Broadway/BMT line stations led MTA/NYCT to realize that the Rockaway stations can all be done simultaneously while the funds were being allocated for this work.

There's probably a story or even two there, since we're given a 1.5 year gap in opening dates between NYCT's Wavecrest and Far Rockaway stations.

Adding trains during peak hours can be tough. First, you need the cars to spare, and also, the terminal capacity. The timetables would also have to be revised, since one doesn't want to create congestion via this additional service pattern. Arguably, the fiscal argument is bolstered for this change in service if some Q22 buses are truncated such that they don't run east of Rockaway Pk.

(I imagine that population density, even assuming a willing population, wouldn't support an extension of the Rockaway Pk branch to Neponsit, unless someday something like an extension of the Flatbush Av line to Neponsit ever happens, and even such extension happened, it likely wouldn't be brought over the water to the Rockaway Peninsula, I guess.

"First, you need the cars to spare, and also, the terminal capacity. The timetables would also have to be revised, since one doesn't want to create congestion via this additional service pattern."

But Rockaway service is not terribly congested inasfar as number of trains on the track is concerned (I am not talking about the number of passengers on each train). Rockaway service is half of the A service, the other half serving the three stations of the Liberty Av-Lefferts branch.

So running a Rockaways train service would not be a big deal, even at rush hour. There is still plenty of track capacity; the only complication is scheduling trains through the single-track connection (trainss have to take turns using it). But PATH does that successfully at a much tighter schedule with its Hudson tubes.

However, your point about rolling stock is valid. You'd need to have extra trainsets assigned to the Rockaways service.

The service wouldn't really cause congestion and the Q22 wouldn't have to be altered in any way.

If there was a connection between Flatbush and The Rockaways it would have to be elevated due to the sea level. The problem is NIMBYS would fight to keep trains from rumbling through their neighborhood.

Sorry, David, but you're wrong.

Arverne by the Sea has been in the works for quite a while. You don't put a development like that up overnight. The City council has been trying to lure developers to the Rockaways for decades and now they are succeeding. The 2003 Capital Plan was put together knowing that these developments were coming, but the trigger was not pulled on the construction until after the development began construction.

The Capital Plan reflects projects the MTA Board has approved for its funding priorities, but that does not mean they all get done, or all get done on the intended schedule. Wiuthout arverne by the Sea, the Rockaways project woiuld probably have been deferred another few years.

"White Plains Road and Broadway/BMT line stations led MTA/NYCT to realize that the Rockaway stations can all be done simultaneously while the funds were being allocated for this work."

MTA has "realized" that since the 1960s. They just didn't have the money to do it.

the canopies on the Far Rockaway Side were already replaced. All disused stairways (no longer used and in some cases they are half gone already) will be removed.
I heard that They will also rehab the viaduct steel and deck (roadbed). They will also address the line from Broad Channel.(I do not know if they will fix Broad Channel or just the right of way.) Work will start in June, 2008 on thew rock Park side first since those stations are in need of greater attention

Talk about another station that could use a rehab too, and as well, a heavy duty deodorizing, though......

Well I know about that and the fact "they may as well since the other stations are getting rehabbed now" point. but still it is the lowest used station that is opened at least everyday. Resources to fix up that station would've been better used for a line that at least gets double the ridership.
Otherwise they can fix up the immediate portion served by the 4-car shuttle.

I disagree. It would make no sense to leave a station to rot. Don't want to take care of it? Then close it. Want to keep it open? Make it decent, even if you do it cheaply.

True but if you go based on ridership, the Rockaway Pk Branch shouldn't be rehabbed at all, at a certain point, right? I suppose the question becomes one of where you're going to draw the line.

Just enough improvement so that parts of the station doesn't crumble into Rockaway Freeway.

I would say only the segments where the shuttle stops at especially for the shelters. And obviously to make sure the platforms are safe enough to walk on, but other than that pretty much not more than that till the other more patronized station stations gets rehabbed 1st.
IMo Rockaway Pk Branch would've been the very last segment to be repaired unless there were severe deteriorations.
