But Rockaway service is not terribly congested inasfar as number of trains on the track is concerned (I am not talking about the number of passengers on each train). Rockaway service is half of the A service, the other half serving the three stations of the Liberty Av-Lefferts branch.

So running a Rockaways train service would not be a big deal, even at rush hour. There is still plenty of track capacity; the only complication is scheduling trains through the single-track connection (trainss have to take turns using it). But PATH does that successfully at a much tighter schedule with its Hudson tubes.

However, your point about rolling stock is valid. You'd need to have extra trainsets assigned to the Rockaways service.
