If you follow the rules there is no ticket and no money collected.True, but in terms of rules-enforcement priorities, stuff like this leaves many people with nothing but great antipathy toward police, especially when police do not enforce rules against thuggish persons. Police are allowed discretion to enforce rules, and to the extent that public sentiment is that police aren't exercising that discretion with due care, community-police relations can become strained. I've been left with the impression that some police officers on the subway are simply lazy. Just this past week, I was on an A train bound for Ozone Park, and someone was apparently holding the doors at Penn Station, which held the train up. Several of us eyeballed the officer as the conductor repeated his announcement to not hold the doors. But the officer in question was too busy flirting with a woman. I'm fairly sure that because this was a police officer, that was the reason that none of us in the car asked him what the hell was going on, but I'm also sure that our respect for police was diminished by the incident. Anyway, a long way of saying that to the extent a police officer is allowed discretion - and maybe in this case he was instructed that there was zero-tolerance and accompanied by a supervisor, or maybe he had a certain feeling about the person he ticketed, or whatever - and generally issuing a summons for this type of incident doesn't foster good relations with the public. |
