It was fairly obvious that several people in addition to myself made deliberate eye contact, and that didn't work. Frankly, beyond that, none of us, I assume, wanted to confront a police officer on how to do his job.

In essence, my claim is merely that a police officer in situations described in the original post shouldn't issue a summons unless there's suspicious behavior. We all know, e.g., that on certain roads, police do not ticket motorists going within a certain range of speed over the legal limit, and that strict enforcement would result in a lot more tickets being issued. The police have made the call that unless there is something suspicious, they won't issue a summons unless, say, the motorist is operating, say, 15 mph over the limit. On the LIE in eastern Queens, the speed limit is 50 mph and one rarely finds a vehicle operated that slowly; my feeling is that the police won't generally issue a summons unless there's suspicious or other unlawful behavior unless someone is, say, going over 65-70 mph.
