If this were me, I would have shown ID the first step. However, if it indeed gets to the precinct house, then the person should contact the ACLU and challenge the arrest (and the officer's authority to arrest---and then argue that rather than refusing to show ID, the person simply wanted to know what was wrong. (That the subject did not want to show ID is NOT valid, as the US Supreme Court ruled last June that such an offense (or not carrying one) is an arrestable offense, and so one would have to argue that the officer needed to give him a reason for requesting ID.) The main thing that would be challenged is that officers should be smart enough not to take a question being asked in such a situation as a No (and a lawsuit may be needed to actually bring such changes).

The question is, if the LAPD were to offer a settlement, should it be taken (since the city, even with deep pockets, may be in for several years of battles as it works through the courts), or should one hold out for a trial?
