More accurately every Empire train they remove is one more NJT train that won't be cancelled.

I doubt it. The three agencies will have an agreement to share the pain, with each reducing rush hour trains by 25%. So Amtrak will need to cut some rush hour trains. Every train they can move to GCT is another train they don't need to cancel from their schedule.
