Good gawd YOU don't know how this works? There's upfront funding necessary before you can get the support and resources of a party to campaign. Poor disenfranchised blacks don't have the resources for the upfront, don't know the party hierarchies as they likely do not have the time to volunteer as they work multiple jobs,
