Unlimited migration is not reasonable.

You have yet to provide evidence of this assertion.

Because there is no other reasonable way of doing it.

Why is dividing the planet into districts based on historical accident and assigning people to each district based on ancestry any more reasonable than dividing the planet into districts on a grid and assigning people to each district based on the first letter of their last name?

If restrictions on migration are required, it seems far more reasonable to partition the planet into districts with roughly equal infrastructure and resources and assign people into districts at random.
