The LIRR rule is clear-- no moving between cars while the train is moving. The conductors should not be advising passengers to violate this rule on a regular basis. That undermines the logic and authority of the rule.

It's functionally the same as the NYCT rule. If directed to do so by train crew, in either case, one is permitted to pass between cars, according to the rule.

The train crews are, therefore, in full compliance with the rule.
