But presumably the rule has a rational reason behind it-- moving between moving cars is unsafe. The fact that one may need to be in a different car to exit at the next station makes the action of moving no more or less safe; it is absolutely irrelevant. The fact that the train crew says one may move at that point neither increases nor decreases the safety of the action. Or are these rules merely created arbitrarily with no rational basis behind them?
