It was unclear what that was in the trough.

The Oxford Circus station is in London.

London Underground uses 4 rails. The center rail is -210vdc, with respect to ground. The outer rail is +420vdc, with respect to ground. Neither power rail is covered. The train is powered by the center and outer rails for 630vdc.

This leaves the running rails unpowered. As a result, London signals are DC and on the running rails.
