I read elsewhere that the issue with the M3's is not the grades, but that the cab signals are incompatible with the (signal?) technology used in the tunnels. So the M3s were never tested in the tunnels because they knew they would never be used.

Believe I saw this recently on rr.net. It makes more sense to me than the idea that they can't get up certain grades.
