You cannot require people to have a bank account to use public transit. "Deficiency" is your subjective opinion.
Why not? Maybe we should? Because all adults should have a bank account if they want a chance of being successful in life. So why not use public transit to force them to get a bank account?

I never used debit cards as such, only as ATM cards to take out cash, which is not often.
Same here. But that's because I have credit cards to use for purchases. For people with such poor credit/finances that they can't get a non-predatory credit card and thus only have the debit/ATM card that comes with a checking account, what's wrong with using that card for their transit purchases?
