The only reason I'm fairly sure that the 38s had them as b/c I was a student at John Dewey HS during the 1974-75 school year, and in the fall of 74, 3950-3999 (minus 3990/1, which had already been lost in a accident a few years earlier) were assigned to the N, and I used to hear the DV brakes as a s/b N train would pass by coming from 86 St (the athletic field at JDHS goes right up to the Sea Beach ROW). But that was 30 years ago, maybe my memory isn't 100% accurate.
