I would say both NJT and LIRR's cars are multi-level; they have one level where the doors, bathrooms, a few seats, and the accessible area are, and then a level that's slightly lower and another that is slightly higher where the majority of the passenger seats are.

Bilevel cars are cars like Superliners and California cars where you enter the cars on one level where there are limited passenger areas, and the majority of the passenger areas are on the upper level.

And then you have cars like Metra's gallery cars, which are neither. The ones I am familiar with have a lower, full-width seating area, and an upper area that is split; open in the middle, an an aisle on either side serving rows of single seats.
