3 thoughts here.

1. Salary reflects many undesirable aspects of the job such as working schedules and dangerous conditions.

2. Overtime reflects manpower shortages and staffing issues.

3. Excessive overtime is usually a reflection of poof management due to hiring from the outside.

Note: The people earn those high salaries working nights, weekends and holidays, around shit and garbage on the track and avoiding skells and criminals, moving trains and electrified 3rd rails. They are unprotected and alone on busses in shithole neighborhoods. They are the ones who took the jobs that you wouldn't.

That's 700 people taking jobs away from those who need employment if they are working that much overtime. Working that much overtime is also a danger.

There is a misunderstanding about wages, salary and contracts that should be explained.

The main difference between salary and wage is that
Salary is typically a yearly figure that is fixed for a period of time, with a pre-determined increment trajectory.
Wages are hourly or daily payments for work done during the working day.
There is overlap between both.

As to your comments: If no overtime were paid, it definitely does not mean that there would be 700 open jobs. In addition, some of what is assumed to be overtime is actually payment for work rules such as.

If on LIRR, a train makes one unscheduled stop, the crew is entitled to an additional day's pay. An unscheduled stop is any stop not included in the timetable. Or if the engineer is assigned to an MU and is later switched to a diesel, he is entitled to an additional day's pay.

As to "working that much overtime being unsafe" work rules prohibit horking beyond certain mandated limits.

Yet when I was at NYCT on the brown M to Bay Pky., if there was a delay in B service and we got rerouted to Stillwell, all we got was losing our recovery time at Bay Pky. No extra pay. even for the running time or extra time spent on the train.

Then the media makes NYCT workers look bad by picturing them! From what I understand now, overtime at NYCT is prohibited. Wait till the public complains about filthy trains on lines with no car wash and overtime was used to get those trains to yards with car washes. Alas. a new crisis. Then overtime will come back. But LIRR will still beat NYCT workers, who will always be the bad guys milking overtime.

I'm Just Saying a Personal Editorial Opinion.

Different agencies have different work rules due to laws and collective bargaining. At one time or another, I was on both sides of the overtime issue. As a road car inspector in the 80s, I could always pick up a B/O train 30 minutes before the end of my tour. That would always be good for a few hours of OT. As a supervisor it was easy to throw overtime at any problem but as a manager, I took managing OT and budget seriously. The i@ue depends on through which window you look at it.

It's just the Media's way of turning the Public against Government Workers. When your train is late, they want you curse the fact that some workers are getting a couple hundred grand, instead of the $40,000 they "deserve". They do the same to all agencies.

I don't understand how you are overlapping wages and salary, unless you're just using it to count.

As to my comment. That is a lot of overtime. In the private world people see doing overtime as the most sinful thing you can do and ruins the budget. If you are giving out that much overtime, such a high amount, that means you're understaffed.
If you are working that much overtime, it's not safe. Some want to claim whatever arbitrary number that was settled as being a rule, but I wager it's still probably too much.

Let us assume that a train crew we'll into their 7th hour. You are aboard the train heading home after your long day. The train ahead gets tripped by a signal and now the brakes will not recharge. Your crew must leave the train to return to clear without overtime. What would you have them do?

Your scenario is worth 70 million on the low end (we're not counting the people who made 80k, 90k, 40k). That sounds like a systematic issue.
I can't even imagine a human being making allowed to make 10k in overtime in a year. It seem like only in places that make it really hard to hire people does this ever occur. Places with a lot of gatekeepers.

Thats nothing new. At MN, I've known trackworkers that make north of $100K (straight and OT) annually.
Years ago (late 80s) there was a conductor that made on average $85K annually. That was a lot of $$$ for a conductor back then. That story made the media prompting an investigation. Sure enough all the money made was legit.
Stories like that surface from time to time when the workers income get targeted for all the MTAs financial woes.

SHEEIIIIIITTTT, I haven't worked since 2016 and I made $60-$80 grand a year in overtime. In the "real world", you either budget for overtime, as shit happens that necessitate it, OR pay a flat salary, albeit a fair one.
