Different agencies have different work rules due to laws and collective bargaining. At one time or another, I was on both sides of the overtime issue. As a road car inspector in the 80s, I could always pick up a B/O train 30 minutes before the end of my tour. That would always be good for a few hours of OT. As a supervisor it was easy to throw overtime at any problem but as a manager, I took managing OT and budget seriously. The i@ue depends on through which window you look at it.
