That would have greatly depended on US immigration law and anti-discrimination law over a 200 year period, if any. Post-Civil-War segregation and discrimination obviously limited the desirability of the United States for Africans. So much so that the Immigration Acts of 1917 and 1924 didn't exclude Africans the way they excluded Asians, clearly because Africans self-excluded.

So much so that the Immigration Acts of 1917 and 1924 didn't exclude Africans the way they excluded Asians, clearly because Africans self-excluded. Washington and nearby parts of Maryland and Virginia got an influx of Ethiopian immigrants starting around the 1980's. They're probably the first significant immigrant group from Africa, depending on whether you count the quite westernized Cape Verdean communities in southern New England. Since then, the main African immigrant group has been the Somalis in a variety of places most notably Minnesota.

The 1980 recession was on his watch. The failure of operation "Eagle Claw" to rescue the Iranian held hostages was a disaster. It was Rising gas prices, gas lines (odd and even days) rising inflation along with skyrocketing mortgage interest rates and rising unemployment ect. all of the above severely damaged confidence in the Carter administration. Simply put, he was in way over his head as Commander In Chief.

So what appears "lackluster" would actually be orders to hold back.
