Post-Civil-War segregation and discrimination obviously limited the desirability of the United States for Africans. So much so that the Immigration Acts of 1917 and 1924 didn't exclude Africans the way they excluded Asians, clearly because Africans self-excluded.

Washington and nearby parts of Maryland and Virginia got an influx of Ethiopian immigrants starting around the 1980's. They're probably the first significant immigrant group from Africa, depending on whether you count the quite westernized Cape Verdean communities in southern New England. Since then, the main African immigrant group has been the Somalis in a variety of places most notably Minnesota.
