If their UK taxes are solely on compensation and are paid via the UK PAYE1 system, that will generally be the case. Where people in the UK tend to run into problems with the US FTC is when they have other types of income, where the tax is paid at year-end, rather than being withheld along the way. As the UK Tax year ends on 5 April, the tax is only paid then, or, even if paid earlier, it may be deemed to have only crystallized then. The result is a mismatch - the income is taxable in the US in the earlier year (say, 2013), but the credit is only available in the next year (say, 2014), since a credit is available only in the year it (depending on circumstances) is either paid or is crystalizes.

Depending on a number of factors, it may or may not be possible to deal with this - but even so, it's at best a major hassle, and at worst results in true double taxation.

A new streetcar system is almost ready to go in Washington, DC but technically, is still under development. Does that mean it doesn't exist?

WMATA is extending the Silver line from Wiehle-Reston East to Dulles Airport. Heavy construction began this spring so the extension is still under development. Does that mean it doesn't exist?

Are you familiar with the term "Job Participation Rate"? Said rate began falling around mid 1999...Those individuals are no longer counted in the unemployment rate.

The U-6 unemployment rate, which counts those people, has closely followed the U-3 umemployment rate which doesn't.

The difference between the two dropped from about 5 to 3 from 1994 to 2000, increased to 4 by 2002 and stayed there through 2007, grew to 7 by the end of 2008, and has steadily fallen to 6 since early 2012.

There you have it. They are no longer counted as unemployed. This has been the standard federal government use of the word "unemployed" for many decades.

That's the U-3 unemployment rate (the one internationally agreed upon as a comparative measure of "unemployment." But those people (specifically, discouraged workers, people who want full time work but are working part time, and those who were unable to look form work due to school, family responsibilities, health, or transportation problems) are counted as "unemployed" in the U-6 Unemployment Rate, which is 11.8 percent. This is the number conservative news outlets like to call "the real unemployment rate."

The U-4 Unemployment Rate, which includes discouraged workers but not students, the sick, and part timers, is currently 6.4 percent.

If I pay state tax during 2013 I can deduct it from my 2013 US federal tax, even if it turns out when I settle everything in 2014 that part of that state tax was never due. No questions asked - I just have to put any excess deductions made during 2013 into my 2014 income. Are you saying that this same methodology is not available for deducting UK tax payments?

I was only referring to Social Security tax due from the individual, not total federal tax liability due from both employer and employee, when I said that "paying double" is roughly correct.

What you pay up front is double but you get half of it back in the way of tax deductions, so the net cost at the end of the year is almost identical.

You get considerably less than half of it back in reduced tax. Roughly half of it becomes a deduction from your income tax, but if you're in the 25% bracket only 25% of that half comes back to you in the form of lower federal income tax.

Siemens has been awarded the contract to build the locomotives and single-level passenger coaches. And the "new" railroad? It's owned and operated by Florida East Coast Railway (FEC). Construction began a few months ago on the Miami to West Palm Beach section with the laying of new tracks.

It's not totally clear. If the tax was paid via PAYE, it likely would be creditable in the year paid. If, however, it is a payment on business or investment income, there is a risk the IRS will treat the payment as a "voluntary" tax payment, and only allow the credit when the tax year is over and the amount finalized.

If I had to put odds on it, I'd say that it's not "more likely than not" that the credit would be allowed in the year paid.
