On the contrary— if you don't have 60 votes for cloture, you bring the bill to the floor for a vote and require the Republicans to actually filibuster it if they hate it so much. Then you sit there for several hours listening to a Republican spout gibberish until he gets tired or hungry and then you pass the bill with a simple majority now that the Republicans have "chosen" to end the filibuster.Even if the Republicans managed to maintain the filibuster over the long term (by taking turns on the floor), the Democrats could try to break the filibuster by refusing to let anyone leave the Senate chamber until a vote was held— and if that didn't work, then simply letting the Republicans stand up and read from the phone book day in and day out isn't so bad actually; sure, nothing gets done, but the Republicans make themselves look like colossal asses to even the most minimally informed voters, and it makes the lack of action clearly their fault rather than something that can be blamed on the Democrats. Eventually, a few Republicans in swing districts who are up for reelection in 2010 would have enough self-preservation instinct to vote for cloture. And that's assuming, of course, that they didn't just change the rules to prevent Republican filibusters— something Reid could have easily done and consciously chose not to on several occasions. |

I'm not aware of any law or rule that requires the discarding of any bill which fails a cloture vote.In any case, a cloture vote likely wouldn't be necessary; historically, it wasn't even allowed and the Senate worked well enough. A filibuster is like a temper tantrum— it'll burn out fairly quickly on its own. |

In many places, state and local governments are already cut to the bone. There is a Republican candidate running for governor of Arizona who is promising smaller government. The issue is that it's hard for me to imagine the state government getting any smaller as anyone who was "extra" was cut years ago. Any further cuts will likely fundamentally harm the state. |

But, in all seriousness, the state government is being run at about as lean as it possibly can be run.People aren't going to like it, but I see most of the currently non-tolled freeways and bridges becoming toll roads and bridges in the next 10-20 years to pay for infrastructure improvements and maintenance. The GOP doesn't seem to have a lot of issues with toll roads and virtually all new highways built in the past 10 years in Texas, Florida, and Colorado already are toll routes. |

Sales tax isn't horrible there though.The total sales tax rate in Dallas is 8.25%, the total sales tax rate in Phoenix is 8.30%, and the total sales tax rate in Los Angeles is 9.00%. I calculated Albany, NY and showed a sales tax rate of 8.00%. |
