On the contrary— if you don't have 60 votes for cloture, you bring the bill to the floor for a vote and require the Republicans to actually filibuster it if they hate it so much. Then you sit there for several hours listening to a Republican spout gibberish until he gets tired or hungry and then you pass the bill with a simple majority now that the Republicans have "chosen" to end the filibuster.Even if the Republicans managed to maintain the filibuster over the long term (by taking turns on the floor), the Democrats could try to break the filibuster by refusing to let anyone leave the Senate chamber until a vote was held— and if that didn't work, then simply letting the Republicans stand up and read from the phone book day in and day out isn't so bad actually; sure, nothing gets done, but the Republicans make themselves look like colossal asses to even the most minimally informed voters, and it makes the lack of action clearly their fault rather than something that can be blamed on the Democrats. Eventually, a few Republicans in swing districts who are up for reelection in 2010 would have enough self-preservation instinct to vote for cloture. And that's assuming, of course, that they didn't just change the rules to prevent Republican filibusters— something Reid could have easily done and consciously chose not to on several occasions. |
