Prior to Clinton's efforts in 1996 to make China ACCEPT international rules on patents, they were under no obligation whatsoever and were stealing and exploiting everything with impunity. It was Clinton that got them to finally sign (took four years) WIPO. A summary can be found here: books.google.com But ever since Nixon, China was allowed to violate all patent laws. Curiously, once Bush came in, once again it was NOT enforced which is why Canal Street is still overloaded with all those counterfeits. :( |
