From a short read, he seems like an ok guy, but what exactly is he for?

I see he was for impeachment of clinton. Someone once told me that clinton sold some of our industrial patents and methods to the chineese, is this true? I am for sharing methods with the world, but i think the chineese have a grudge against us, being communists and all, so you don't want to give them a loaded gun.
