She's floundering because she knows her campaign is sinking. BTW, almost all sites have DJT winning today if the election were held now.

Also, she thinks that "her constituents" are all pothead and cannot control themselves from breaking the law, so she decides to pull this stunt, in a futile last-ditch effort to sway "their" votes.
