So say city planners, who are suggesting a slew of changes to better connect rapidly developing areas of Western Queens to job centers across the city. Among the possibilities included in a city study, issued this week, are the creation of a new transit corridor — potentially serviced by an express bus — that would extend from LaGuardia to Downtown Brooklyn. The city also proposed the expansion of bus and ferry service to service Astoria’s rapidly developing waterfront neighborhoods. Among other possibilities: 1. Extending service to Roosevelt Island on the Q19 (Astoria Blvd. to Main St.) and Q39 (Queensboro Plaza to Ridgewood) bus routes. 2. Eliminating the Q102, which runs between Manhattan, Roosevelt Island and Astoria. 3. Adding express service on the N and Q subway lines at the Ditmars Blvd., Astoria Blvd. and Queensboro Plaza stops. 4. Calming traffic along Vernon Blvd., 21st St. and Crescent St. including the addition of crosswalks and curb bumpouts. 5. Converting metered lots at Vernon Blvd. and Jackson Ave. into so-called green medians. 6. Improving bike travel to Roosevelt Island by upgrading a path along 36th Ave. Some objected to elements of the proposals — such as the new ferry service — that seemed geared to accommodate Astoria Cove, which is still under public review. “It shouldn’t work like that,” said housing advocate Jaron Benjamin, who has helped muster opposition to the contentious waterfront development by those who want to see more affordable housing. “I hope the administration isn’t jumping the gun, here.” The proposals, which have been in the works since April 2013, would also benefit residents of the Astoria, Ravenswood and Queensbridge houses, officials countered. “Connecting those populations better through transportation ideas . . . is an important strategy that has gotten more attention and focus with this administration,” said John Young, Queens director of the Department of City Planning. http://www.nydailynews.com/new-york/queens/city-drafts-proposal-better-connect-queens-brooklyn-article-1.1966581 Close up on the bus map... |

I get with the idea of the new College being place in Roosevelt Island for replacing the Q 102 with the Q 19 and Q 39 but why not consider the B 32 extension to Roosevelt Island. It would provide another tech route and alternative to the B 62 problem, also replacing the B 67 extension with the B 32 to either Sands St or Jay St - Metrotech Station. Would have more benefits than the current B 32 / B 67 setup |

The crappy map shows the Q105 southern terminal is at the Hunters Point Ferry area.The green dash line is the LGA and Downtown Brooklyn route. I don't why there draw the line there since there is no bridge there. Only bridge linking between the two boroughs is the Pulaski Bridge. |

There are a whole ton of flaws with this proposal:First of all, they want the Q19 to loop around the Astoria Houses and loop around both Roosevelt Island hospitals on top of that? (Presumably, it would end at the southern hospital) Second of all, I'm not seeing the point of the Q105. I really don't think there's that many people traveling from the Steinway corridor down to Hunters Point. (On the bright side, it provides a fairly reliable supplement to the Q101). Third of all, where is the Q67 supposed to be extended to? Really, I don't think there's a point in that. |

That's a bad place to turn it around, too. There's no real good option. If Astoria South is used, then it is obligated to make a right unto Astoria and a right unto 42nd Street, two streets to the right of Steinway. If it's North, then it's obligated to make a left into Astoria and operate all the way to 37th Street, and then back to Astoria/Steinway. Or it could go to 23rd Road, right to 42nd Street and back unto Astoria/Steinway. And ridership above Astoria is not real heavy, save for the workers on 20th Avenue. |

I've always suggested a ferry stop at RI and Astoria Cove, and another one to LGA. Theoretically, it is the City of New York that is in charge of planning transportation for the City, and it is NYCTA and other companies that are subordinate to the City and operate individual routes. However, the NYCTA and MTA have taken the lead in transit planning, have all of the transit planning talent, and will bully its plans through. In contrast, the City has little transit planing talent; the report here is much more of a fantasy "gee-whiz" type of plan than a serious plan that truly considers operating and financial aspects. |

It is not theory that the City of New York is in charge of transportation planning for NYC. It is a fact. And the agency in charge of that planning is te Department of City Planning (DCP) where I once worked, not the Department of Transportation. The fact is also that the Department of City Planning has shirked at responsibility for the past 35 years concentrating primarily on zoning issues.I am elated that DCP is getting back into transportation planning because the MTA is not doing a proper job. DCP takes need and economic factors in the best interest of the city into consideration. The MTA, on the other hand, only considers its own passengers, and has no interest in attracting passengers who currently use cabs or vans due to inadequacies in the local bus network. You are also incorrect in stating the NYCTA (which exists only for legal reasons) Is subordinate to the city. It is the NYCT and MTA Bus, both subsidiaries of the MTA and the state that does planning. The City has no say in their planning. Back in the 1970s, DCP was engaged in many transportation studies, obtaining funds through federal grants. The MTA greatly resented that and vowed after 1980, to apply and obtain federal funds for planning purposes, preventing DCP from doing further studies and greatly expanded their planning talent. To state that no talent exists outside of the MTA is just wrong. The MTA will resist any attempts at major expansion of bus routes, because unlike DCP which has the best interests oft he city as its goal, the MTA's goal is to reduce operating expenses by decreasing revenue miles without any consideration of the relationship between operating costs, increased services, and increased revenue. |

Thus study was don in consultation with the MTA. I doubt there's anything in here that the MTA violently opposed in the consultation process. It is also a long-term planning study. These are ideas that should be considered as demographics and travel patterns change, that's all. |

The bus route changes are not long term proposals.Yes it was done in consultation with the MTA. That does not mean that the MTA agrees with any of the bus route changes. It just means the MTA was consulted and were informed befrehand what the proposals would be. In fact they probably disagree with all of them because they didn't make these proposals, because they are that arrogant. Notice the study is marked "draft". That's what other agencies do when making proposals to the MTA. In the Final Report, if one is ever released, anything objectionable to the MTA will be removed. That is the problem with DCP, they probably will not take on the MTA or try to get support for these proposals. It will be up to the communities and local elected officials to fight for them. The MTA will not easily agree because they resent anyone else doing bus route planning and publicly stated that they do their own planning, meaning they do not have to listen to recommendations from other agencies. Between 2003 and 2006 the NY Metropolitan Transportation Council (NYMTC) did a massive $6 million comprehensive transportation study in southern Brooklyn and presented numerous bus routing changes in its draft proposal. The MTA rejected all of them, and the final report only included some minor road changes, truck routes and proposals bike lanes, but no mass transit improvements, not even any long range ones like subway extensions, because the MTA objected.. They also concluded that new ferry services could not support themselves and weren't viable. NYMTC was supposed to perform other mass transit studies in other parts of the city. That never happened because the MTA is represented on NYMTC's board. |

If the Q101 terminated at Queens Plaza/Crescent Street, how many would complain?If the number is low enough, it might justify shifting Manhattan-bound passengers to the Q32/Q60 and the subway, then send the Q101 to Hunters Point. |

Another thought that came to mind is the fact that Roosevelt Island will be overrun with buses!There's only one main street (aptly called Main Street), and it's not very wide, especially where it carries two-way traffic. Q39 buses run every 5 minutes in the morning peak, 7.5 minutes in the evening peak. When the Q102 operates nowadays, there's usually two buses max on the island. The schedule calls for 34 minutes on the island, and buses are scheduled every 30 minutes. Can you imagine if the Q102 ran as frequently as the Q39, with the latter's tendency for bus bunching? There'd be more buses on Main Street than any other type of vehicle! I would understand if, say, every third bus, or every other bus would go to the island during peak periods, but every bus would not happen! |
