Theoretically, it is the City of New York that is in charge of planning transportation for the City, and it is NYCTA and other companies that are subordinate to the City and operate individual routes. However, the NYCTA and MTA have taken the lead in transit planning, have all of the transit planning talent, and will bully its plans through. In contrast, the City has little transit planing talent; the report here is much more of a fantasy "gee-whiz" type of plan than a serious plan that truly considers operating and financial aspects. |
