Why is passengers per mile a good metric? It favors short routes that may not be very useful. And it favors slow routes, because long limited routes that move quickly or have a long non-stop portion (which presumably get people where they want to go) have a big denominator, making them look worse than they are. Shouldn't it be passengers per driver hour, that way speed is accounted for, and long but fast routes get credit over short routes that aren't very useful?
