Why is passengers per mile a good metric? It favors short routes that may not be very useful.

Short routes are useful for somebody, otherwise far fewer people per mile would use them.

N.B. the average passenger trip distance in NYC is very short (2.2 miles), compared to other cities. The reason is that people use the subway system for longer trips. These subways are not available in other cities.
