Hmm. . .well, if you go by passengers per driver hour, then factors like gas and vehicle mileage are put aside. But I see your point that the driver is being paid by time and that should also be considered, ideally.

I admit I may not be understanding correctly, but I think the idea of passengers per mile is passengers that are on the bus for that mile, correct? If that's the case, then if indeed the long limited route really is getting people where they want to go, then there should be lots of passengers on those buses going for many miles which should even the playing field. It doesn't need turnover because nobody wants to get off anyway. . .or at least so's the plan.

The risk for limiteds is that if it enters a non-stop portion light on passengers, it's stuck running light as such for the given non-stop span. But for locals, even if for some reason an early portion of the run is light on passengers, it always has a "hope" at further stops down the run.

I would say that if the metric favors short routes and slow routes, then it does so for good reason. Better (financially) to have a bus terminate when it empties out rather than keep going to empty outskirts. And better to have a bus stopping every two-three blocks if that's where the people are than to have a limited going 5x to 10x that distance light on passengers.

It's not to say that short and slow are always better, of course.
