With construction costs as they are, reading the NY Daily News article, it says that the park would be a placeholder until they can build the FTC properly and not way out of budget.

What should be done as suggested is sell the air rights to a developer, have that developer build a 40-60 story residential building with 4-5 floors of retail space below the residences and in addition, rebuild the former underground mini-mall that was part of the Fulton station.

Almost forgot the link:

And once again, the person who seems to comment on every single MTA article is commenting on this one as well.

MTA with escalators and elevators is so bad, they need a quite radical evaluation of what's gone wrong. This has been a problem as far back as I can recall, i.e., 20+ years.

A few years back I went to a presentation about the SAS at the Transit Museum. One of the things that the architects who were present talked about were inclinators. These are basically elevators that run on an incline so that they can run parallel to escalators. Apparently they are used in Europe, and it was everyone's belief that this is a better way to go. There was one condition, however, that moved the SAS architects to choose to go with elevators rather than inclinators. That is that the MTA has yet to prove that they can reliably take care of elevators and escalators, so what happens when you introduce a relatively exotic third type of technology? They did not know the answer, but they seemed afraid to find out.
